MONITORING LAND USE DYNAMICS ISTANBUL 1945-2000 |

In accordance with the mission of the European Commission’s DG Joint Research Centre (JRC) to provide scientific and technical support for the definition and implementation of EU policies, the Institute for Environment and Sustainability of the JRC is carrying out a project on Monitoring Land Use / Cover Changes (MOLAND). MOLAND has defined and validated a methodology in support of European sectoral policies with territorial and environmental impacts for endorsing sustainable urban and regional development, and is contributing towards the definition and implementation of the European Thematic Strategy on the Urban Environment of the Sixth Environment Action Programme (EAP6). The EU policy reference framework for MOLAND is set by the European Spatial Development Perspective (ESDP). A digital thematic database including over forty areas (see example below) has been set up. For each area the database includes both land use/cover and transport network data sets, integrated with socio-economic and environmental data. These data sets are used to trace back the development of urban and regional areas over time, to derive indicators for assessing the sustainable development of European cities and regions, and to develop scenarios of future evolution for both carrying out Strategic Environmental Assessments (SEA) and analysing the impact of various spatial development and policy options. The work was done with methods of Remote Sensing and Photogrammetry, both in GIS environment of TopoL-GIS System. Reference source for the year 2000 was IRS-D and Ikonos satellite-imagery, for the year 1987/88 Russian satellite photographs (KVR and KFA), for the year 1968 and the 40ies aerial photographs. Vectorisation and interpretation was done manually by on-screen digitization, always using topological structure with attached database. Finally for every year was produced a land-use database with area objects, a line-feature database with the transportation network and in addition, a database with 3d objects like bridges, tunnels and viaducts. Combined with ancillary data, complex analyses with trend-estimations have been undertaken.
